Directive 2018/2001: Commission Recommendation (EU)

Latest Legal Update on Renewable Energy

The EU Directive 2018/2001 sets a binding target for renewable energy's share in the EU's gross final energy consumption by 2030. Recently, the European Commission issued new Recommendations (May 13, 2024) focusing on speeding up permit-granting procedures and enhancing renewable energy auction design.

Key highlights include:
- Improving permit processes and long-term network planning
- Removing regulatory barriers
- Emphasizing auction criteria beyond pricing, such as quality, timely delivery, innovation, environmental sustainability, and cybersecurity

These updates aim to accelerate the transition to renewable energy across Member States.

Curtailments in RES/CHP: legal analysis of the proposed regulations of the new bill

The draft law, posted for public consultation by the competent ministry of environment and energy this week, proposes inter alia regulations on curtailments and redistribution to solve the difficult equation of the need for increased penetration of RES in limited available electrical space. In other words, this is a proposed amendment to the Act. 4951/2022 and in particular Article 10 and the addition of new Articles 10A and 10B.

Overall, legal concerns arise over the newly proposed rules, mainly due to an overly generalised and reduntant delegation of powers to the competent minister to adopt implementing regulation.

Prof Dr Metaxas participated in the panel titled: “From policy to practice: a multi-faceted approach to tackle illicit tobacco trade and preserve market sustainability,” where, along with Mr Giorgos Pitsilis, director general of the Independent Authority for Public Revenue (AADE), and Ms Georgia Karountzou, director of corporate affairs and communication at the Greek branch of Japan Tobacco International (JTI), they highlighted significant regulatory parameters to ensure fair competition in the tobacco sector as well as in every field of business activity.
